Fighting for a more equitable & sustainable transportation future.
Too many Baltimore residents can’t afford to buy and maintain a car and public transportation use reduces the flow of harmful emissions into our air. In Annapolis, I have passed a series of bills that enhance transportation access and reinvest needed capital in our City.
I believe that every Marylander should have access to reliable, affordable public transportation. This is critical to ensuring that our state fulfills its promise for a more equitable and greener future.
Ensuring our Taxpayer dollars are spent responsibly.
Our state can’t grow without sustainable investment. We must fund initiatives that ensure our children receive a world-class education, support our seniors and the vulnerable, and strengthen our infrastructure.
Every taxpayer dollar spent must be appropriated appropriately. As a member of the Budget committee, my top priority is to hold state departments and supported programs accountable to results and measurable progress.
Making Baltimore safer, more affordable, and healthier.
Baltimore has moved forward, but we still have work to do. We must continue to implement policies and investments that confront crime across the board, lower the cost of living, and make our air and water cleaner.
In Annapolis, I’ve been honored to sponsor and support legislation that has addressed violent crime, reckless driving, housing affordability, child poverty, senior benefits, public health challenges, and environmental protection.

Fair Fares Act
Mark sponsored legislation, signed into law by Governor Moore, that made Maryland Transportation Administration (MTA) fares increases no longer tied to inflation and provided MTA to set its own fare policies.
Maryland’s most vulnerable citizens were not forced to carry the burden of funding our transportation, especially in light of it having very little impact on the MTA’s budget.
MTA is already using its authority to remove fares for children going to school.

Reckless Driving Penalities
Mark and Delegate Greg Wims worked together to craft and pass a law that increases penalties for individuals convicted of aggressive and reckless driving, especially for those who are repeat offenders.
The legislation holds dangerous drivers more accountable for making our roads less safe, especially for vulnerable roadway users.

Holocaust Education
Mark's legislation provides more funding, materials, and professional training to better instruct their students on the difficult topic of the Holocaust.
As the tide of anti-semitism rose, teachers reached out to Delegate Edelson requesting that more support be given to their ability to teach such a challenging subject. The Holocaust Education Act of 2025 does just that.

Truancy Reduction Study
Mark sponsored legislation, in partnership with State’s Attorney Ivan Bates, to create a robust school truancy and chronic absenteeism study commission.
Baltimore City’s rate of Truancy stands at nearly 40%. It was exacerbated by the COVID-19 pandemic. The commission will explore policy remedies by reviewing how other jurisdictions across the country have addressed truancy and chronic absenteeism. In order to address a problem, a real strategy must be developed. This legislation lays the foundation for just that.

Senior SNAP Benefits
Mark worked with Delegate Emily Shetty to pass a bill that increased supplemental nutrition assistance program (SNAP) benefits for seniors, in the face of pressure from the Trump Administration.
No Maryland senior should have to worry about affording their next meal. This legislation provided vital support.

LOTS Funding
Mark sponsored legislation signed into law by Governor Moore that guarantees future funding for critical local transportation options, including the Charm City Circulator and Harbor Connector.
This bipartisan bill ensured that urban and rural Marylanders across the state had access to vital transportation – whether they needed to make it to a medical appointment or their workplace.

Orioles Raffle Expansion
Mark sponsored and passed legislation that would allow the Baltimore Orioles to conduct 50/50 raffles at every home game.  Half of the proceeds from each raffle go to the winner and the other half goes to Baltimore based charities that support community initiatives.

Light Rail Project Funding
Mark’s legislation to ensure transformative reinvestment into Baltimore's light rail system was ultimately included in the budget bill. As a result, communities up and down District 46 will be provided more effective, reliable transit.

Freedom to Read Act
Mark proudly supported the Freedom to Read Act, a piece of legislation that works against book bans. We have seen an increased number of instances of individuals trying to remove books from school curriculums and public libraries related to the LGBTQ+ and Jewish communities. At a time where we are regularly reading news of hate crimes, expanding access to educational materials that unite us, instead of divide us, is imperative.
Trans Health Equity Act
Mark co-sponsored and voted for the Trans Health Equity Act, a piece of legislation that provides Marylanders on Medicaid with nondiscriminatory access to gender-affirming care.  Mark is a proud ally of the trans community and ensuring access to health care that protects our trans neighbors is a priority.
Reproductive Rights Constitutional Amendment
Mark voted to put the Reproductive Rights Constitutional Amendment on the 2024 General Election ballot, giving the people of Maryland the ability to vote to protect reproductive healthcare.  In November of 2024, Mark joined voters at the ballot box to overwhelmingly support enshrining an individual’s fundamental right to reproductive freedom in our state.
The Child Victims Act of 2023
Mark supported the removal of the statute of limitations for child sexual abuse. Research shows that the average age a survivor of child sexual abuse will come forward is between 50 and 70 years old. Removing that statute of limitations for child sexual abuse will allow those survivors to get justice regardless of how much time has passed.
Lowering Prescription Drug Costs for All Marylanders Now Act
Mark voted to expand the power of the Prescription Drug Affordability Board, which is able to set upper payment limits on prescription drugs when they are deemed unaffordable.  It is essential that Marylanders have affordable access to healthcare and life-saving drugs should never be out of reach.

About Mark
Mark is a husband, a dad, a civic-minded attorney, and State Delegate for the residents of District 46.
Delegate Mark Edelson's passion for service and commitment to inclusive policies is rooted in his formative experiences as a foreign-born immigrant to the U.S. The resilience, grit, and fortitude modeled to him by his family – intent on providing every opportunity to succeed despite the struggle and sacrifice this often required on their part -- ingrained in Mark a great sense of purpose, duty, and responsibility.
He often reflects on the experiences of his youth, and the promise he made to himself: that if he could do something to remove some of that struggle and sacrifice from similarly positioned families, he would.  Every day, he works collaboratively with colleagues, community members, stakeholders, and advocates to bring that vision to life.  His desire to better the lives of Maryland families strengthened with the birth of his son, Chase, in June of 2023.
While his dogged work ethic and persistence allowed Mark to accomplish many of his parents’ greatest wishes for his future, he knows intimately that nothing  would have been possible without the privilege of opportunity, support, and mentorship he received every step along the way. His late mother’s guiding principle: “If you can, you must,” drives Mark today in his vision and work to ensure that every resident of this city he loves – Baltimore City – has the same opportunity, hope, and experience that lifted his family from their hardships and guided Mark’s belief that anything is possible.
